LOCAL ENVIRONMENTAL ACTION PLAN

The consulting team of the company Eco Mosaic Skopje in 2007 participated in the development of the National Methodology for Preparing LEAPs (Local Environmental Acton Plan) and in the last 5 to 6 years we have participated in the development of strategic planning documents – LEAPs for several municipalities in Republic of Macedonia and in Republic of Kosovo  (Reference List – LEAP ).

Objectives of developing LEAPs 

Main objective when preparing a LEAP is to identify the environmental status in all thematic areas (urban development, air, waste, noise, soil and land, nature/natural rarities and cultural heritage). After that a process of public participation for prioritizing problems for which measures and activities will be proposed is initiated, responsibility for each problem is defined (Action Plan) and the Action Plan contains a Monitoring and Assessment Plan for monitoring the implementation of the measures by years.

Public participation 

An integral part of the process for developing the LEAP is the transparency, the active public participation when determining the environmental status and prioritization of key challenges which need to be resolved. Due to this Eco Mosaic team uses communication tools aimed at involving the citizens at all stages of preparing the most important local environmental strategic document.

Development methodology 

The development of a strategic planning document is based on the environmental assessment and on economic indicators assessment by using the DPSIR – methodology (read more). This procedure takes place in several phases (read more).

What are the benefits for the municipality of developing LEAP? 

The Local Environmental Action Plan has an important role in establishing and in applying the sustainable development principles on local level and it contributes to the creation of a basis for proper functioning of the local democracy, for creating economy which will integrate the value of the water, air, soil, biodiversity, natural values and rarities, in order to provide for better life standard of the citizens and sustainable use of resources in every municipality. (read more)
