COOPERATION OF ECO MOSAIC WITH NON-GOVERNMENTAL ORGANIZATIONS

The Eco Mosaic team intensively cooperates with NGOs in Macedonia, through their joint participation in environment protection projects.

In the period 2008 – 2009, the EIA/SEA expert, Ms. Slavjanka Pejcinovska – Andonova was commissioned for the Project “Efficiency in Implementing Procedures for Environmental Impact Assessment and Strategic Environment Assessment in Republic of Macedonia “, initiated and implemented by the Centre for Environmental Research, Advocacy and Lobbying “Macedonian Green Centre”, supported by the European Fund for the Balkans as part of the “Think  and  link”  –  regional program for policies intended for organizations which create public opinion and policy institutes (http://www.zeleni.org.mk).

The main objective of the Project was to support the implementation of the procedures for Environmental Impact Assessment and Strategic Environmental Assessment in Macedonia through greater influence on decision making policies.

The expert team prepared the research methodology taking into consideration the key specifics of issues which should be part of the report.  The principal methods for collection of data and information throughout the process of preparing the EIA/SEA were to research the available sources of information and data from officially adopted strategic and planning documents, to prepare and analyse several types of focused questionnaires, and analyze in detail the national procedures for SEA/EIA.

The team was mainly focused on researching the documents and carrying out field research regarding the legal

transposition of EIA and SEA Directives, as well as on analysing the relevant multilateral conventions and researching nevladini-orgabout the real practical implementation of the procedures for EIA/SEA, on examining the efficiency of public participation in the procedures, identifying the key shortfalls and on giving recommendations for their overcoming.  The main result from the research and from the analysis based on the researched materials was the report on EIA/SEA, titled:  “The Efficiency of Implementing EIA/SEA procedures in Macedonia”.
