Preparation of Environmental Impact Assessment Reports 

The expert team of the Engineering and Environmental science consultancy Company “Eco Mosaic” from Skopje, since its establishment until present has prepared numerous Environmental Assessment Reports for several municipalities in Macedonia as well as for private national and international investors ( Reference List )

When preparing an Environmental Impact Assessment Reports, the environmental impact assessment expert, selected from the MOEPP List of Experts, and the Eco Mosaic team do the following:

  • Determine the category of the projects according to Regulations in force on activities  which an approval is required ;
  • Review the technical documents submitted in relation to the project,
  • Carry out several filed visits to the relevant location,
  • Identifies the current environmental status on the location and in its surroundings (surface and ground water – quantity and quality; waste management – presence of illegal dumps; noise and vibrations levels; air quality and possible sources of polluting emissions into the air, soil; chemicals management etc.),
  • Review the project technical data focusing on material and energy balance,
  • Identify the possible impact of the project on different environmental elements, by using Leopold matrices and establish the degree of environmental media sensitivity,
  • Taking into consideration the negative possible impact they prepare an Environmental Impact Assessment Program which contains proposed mitigation and environment protection measures.

The Environmental Impact Assessment Report is a legal obligation for all existing and new investments.

As stipulated in the Law on Environment (Official Gazette of the Republic of Macedonia No.  53/2005, 24/07, 159/08, 83/09, 124/10, 51/11, 123/12, 51/13) and in the Decree on Activities Requiring the Preparation of a Report Approved by the Body Competent for Environment Related Expert Activities (Official Gazette of the Republic of Macedonia No.  80/09, changes published in No. 36/12), and the Decree on Activities Requiring the Preparation of a Report approved by the Mayor of the Municipality, the Mayor of the City of Skopje and the Mayors of Municipalities in the City of Skopje (Official  Gazette of the Republic of Macedonia No.  80/09, changes published in No. 32/12), legal and natural entities carrying out activities stipulated in the listed decrees, shall prepare an Environmental Impact Assessment Report, or shall change the existing report in order to adjust their operation to the environment quality standards and proposed emission limit values.

When the Environmental Impact Assessment Report is prepared, it is submitted to the Developer, who further on submits it to the Body competent for its approval which issues a Decision approving or disapproving the report, and announces the deadline in which the existing installations need comply with the environment quality standards and the emission limit values prescribed.
